Analisis Konstruksi Norma dan Identitas Transatlantik antara Amerika-Uni Eropa dalam Kebijakan Perubahan Iklim Periode 2015–2025
Abstract
Penelitian ini menganalisis konstruksi norma dan identitas transatlantik antara Amerika Serikat dan Uni Eropa dalam kebijakan perubahan iklim pada periode 2015–2025. Dengan menelaah peristiwa kunci mulai dari pengadopsian Perjanjian Paris pada tahun 2015, fluktuasi kebijakan AS (2017–2021), dan inisiatif Uni Eropa sebagai pemimpin dalam bidang perubahan iklim. Studi ini mengeksplorasi bagaimana identitas dan norma membentuk pola kerja sama dan ketidakseimbangan antara kedua aktor. Menggunakan kerangka teori konstruktivisme, penelitian menjelaskan peran proses sosial, narasi identitas, dan kepemimpinan normatif dalam menjelaskan stabilitas kebijakan UE dan volatilitas kebijakan AS serta implikasinya terhadap efektivitas implementasi kerja sama transatlantik dalam bidang iklim. Metode yang dipakai adalah penelitian kualitatif deskriptif berbasis kajian pustaka dengan teknik pengumpulan data sekunder yang diperoleh dari dokumen berupa buku, e-book, artikel, jurnal, portal berita lokal dan internasional, situs web, dan data lain dari internet. Temuan menunjukkan bahwa kontinuitas normatif UE memperkuat kapasitas kepemimpinan iklim, sementara perubahan identitas politik domestik di AS menghasilkan gap kepemimpinan dan ketidakpastian transatlantik. Oleh karena itu, keberlanjutan kerja sama bergantung pada internalisasi norma iklim dalam politik domestik AS dan mekanisme penguatan koordinasi multilevel di UE.
