Peran Women Against Violence Europe (WAVE) Dalam Menangani Kasus Femisida di Jerman (2014-2024)
Abstract
Femisida merupakan bentuk ekstrem kekerasan berbasis gender terhadap perempuan, yang terus terjadi secara global, termasuk di negara Eropa Jerman. Penelitian ini menganalisis peran organisasi non-pemerintah internasional (INGO) Women Against Violence Europe (WAVE) dalam menangani kasus-kasus pembunuhan terhadap perempuan di Jerman dari tahun 2014 hingga 2024. Penelitian ini menggunakan konsep NGO yang dicetuskan oleh David Lewis dan Nazneen Kanji, yang menempatkan peran NGO sebagai implementers (pelaksana), catalysts (katalisator), dan partners (mitra). Penelitian ini menggunakan metodologi kualitatif deskriptif melalui studi kepustakaan. Penelitian menunjukkan bahwa bahwa WAVE secara cukup signifikan memengaruhi pemahaman dan pembentukan norma-norma baru terkait kekerasan terhadap perempuan, khususnya pembunuhan terhadap perempuan, melalui kampanye, advokasi kebijakan, dan peningkatan jaringan organisasi lokal. WAVE telah memfasilitasi kemajuan implementasi Konvensi Istanbul dan ketersediaan data yang peka gender untuk mendorong respons pemerintah yang lebih bertanggung jawab. Meskipun WAVE dan jaringan anggota NGO-nya memberikan kontribusi cukup signifikan di Jerman, masalah-masalah tetap ada, termasuk pertentangan budaya patriarki, penegakan hukum yang tidak memadai, dan keterbatasan dana untuk layanan dukungan korban. Meskipun demikian, potensi untuk melakukan perubahan tetap ada melalui pembentukan norma-norma baru, peningkatan kerja sama di antara berbagai aktor, dan tekanan global terhadap negara.
