Abstract
Japan Economic progress can not be separated from the spirit of restoration that was carried by a group of young people who are hungry for knowledge and science. That spirit was inspired by the elite power to open the gates of Japan into the spirit of openness and driving it into innovation and the pursuit of backwardness in the science and technology. One of the spirit was realized through the economic recovery made by the family conglomerate formerly known as the merchant class or called zaibatsu. This Family business groups then supports and encourages the rate of the Japanese economy. This research is specifically conducted to see how the development of the role and function of trade partnership (zaibatsu) in politics and government before World War II and after World War II. From the analysis through the literature methodology, it can be concluded that the development of the role and function of the zaibatsu is not significantly change. It can be seen from the two phases of the development before the war and after the war. From the two phases can be seen that the zaibatsu before World War II, served as one of the actors who took part in each of the measures taken by the government of Japan, especially in Japan’s decision to become involved in World War II. It is driven by a spirit that is driven by the government through the motto “rich country strong military”. Then in the second phase of the post-war period, in line with the principles set out in the new Japanese constitution of 1947 the Japanese pledge to no longer engage in any form of war and will concentrate on economic reforms, therefore the role and function of zaibatsu in politics and government is increasingly important, in fact is one of the two other major actors (known as the Three deadlock) a great influence on decision making and policy direction in Japan, particularly in the second phase when “strengthening economic power” become the main goal of the Japanese government.
